The Application Library allows the full DDS specification of an application (including all types, qos policies, and dds entities) to be specified in XML. An Application Library can be used to construct a collection of DDS entities. Once an 'application' instance has been constructed, it can be queried for types and entities.

NOTE: this is not yet available in the Modern C++ API
